The new Biloxi Civic Center and Public Library was built near downtown Biloxi to replace facilities lost to Hurricane Katrina in 2005. The project site is bordered by Howard Avenue, Bellman Street, Lee Street and Washington Street and was the site of the old Biloxi High School and the Dukate Middle School.
